Proposal: Applicant proposes to create outdoor seating in the existing parking lot of Cranford Square. The proposed seating area will have a temporary tent structure along with six (6) tables and seating for eighteen (18) patrons. The addition of outdoor seating to the business is being brought to the Code Review Committee in order to accommodate social distancing requirements related to the on-going COVID-19 pandemic and in order to increase seating capacity for the existing business through the use of non-permanent seating accommodations. Applicant has received approval from the property manager for the expansion of outdoor seating.

  1. Jacqueline Dirmann, PE, CME, CFM - Maser Consulting - Township Engineer
    1. Noted that the barriers that are currently in place are not sufficient to act as a protective barrier for patrons. A more sufficient barrier / demarcation should be installed in order to provide the necessary physical protection and visual cue to vehicular traffic in the parking area.
    2. Cones and / or planters should be placed in addition to what has already been installed.
  2. Matt Lubin, Fire Official - Cranford Fire Department
    1. RE: Larger tent. Noted that if the applicant is looking to place a larger tent, they should coordinate with him in order to ensure that the tent is safely secured to mitigate against potential wind damage;
    2. Reiterated Jacqueline Dirmann's comments that a more substantial physical barrier should be placed in order to enhance the safety of patrons.

    1. Noted that deliveries from the Dollar General use this section of the parking lot as an egress route;
    2. Coordination between the property manager, Construction Official, and Zoning Officer should take place to examine the feasibility of rerouting vehicular traffic to avoid this corner of the parking lot

    1. Agreed with comments regarding the enhancement of patron safety and physical barriers.

    1. Noted that this parking lot is largely under utilized and rerouting, if necessary, should not pose an issue. Coordination with the Construction Official, Fire Official, and property manager should be a priority.
    2. Noted that approvals are only valid through December 31, 2020, and any plans to make outdoor seating a permanent fixture of the business will require an application to the Planning Board.
